Abstract:
This layer contains all permitted or registered landfills and associated Municipal Solid Waste (MSW) facilities for the State of Texas as of the publication date shown below. The dataset contains both closed and open landfills. The associated facilities represent various categories including transfer stations, waste processing facilities, and recyling centers. The type of facility is indicatd by the Facility Type (FACILITY_T) field. Landfills are represented by Facility Types 1 - 4. Type 2 and 3 are historical facility types that are no longer used for new permits.

The following represents the horizontal accuray of this dataset:

General purpose use; to support agency-wide policy decisions regarding municipal solid waste in the State of Texas.

  2. How were the data generated, processed, and modified?

    Date: 1999 (process 1 of 3)
    TCEQ contracted with Southwest Texas State University (now Texas State University) to create a closed landfill inventory database. Two DBF files were created: permapp.dbf (permitted landfills) and unum.dbf (unauthorized landfills).

    With the assistance of interns, TCEQ created a new version of the layer to include all MSW sites, both active and inactive. A fresh copy of the data was extracted from the WWC (Wastewater Consolidation) database preserving the LOC_GIN field as a key so the data could be tied back to WWC. Geocoding was used to generate new coordinates. Only the highest quality geocoding results were used. The remaining sites were digitized over 1:24K USGS DRGs using a customized ArcGIS application at TCEQ. The previous landfills layer (created by SWT) was used as a reference to locate the sites not captured by the geocoding process.

    Staff form the Waste Permits Division (WPD) of TCEQ compared the existing dataset with the WWC database and extracted all additional MSW sites added to the WWC database since 2003. These were added to the MSW Sites layer. The previous version included two separate address fields: one from the WWC database and one that had been collected by the interns. These fields were reconciled by the WPD. Following the update, 166 points were found to be out-of-state. These outliers were removed until they can be fixed in upcoming versions. QAQC was performed on the dataset and several errors were corrected. A duplicative field called TYPE was removed. Metadata was created for the newly revised layer.

    All known attribute errors were fixed during the data review process.

    The data were collected from three different sources: DRGs (Digital Raster Graphics / USGS Topos), address matching, and coordinates received from operators. The horizontal accuracies for these sources are as follows.

    All sites were verified and are consistent the WWC database. 106 outliers were removed from the layer before publication. These bad coordinates will be fixed in subsequent versions and added back to the dataset.
